When the US redefines its security, Latin America feels the impact

On January 3, 2026, the region woke up to news that sent shockwaves around the world: after months of threats and mounting diplomatic and military pressure, the United States carried out a raid in Caracas, Venezuela, which resulted in the capture of President Nicolás Maduro and his wife Cilia Flores. Although the U.S. government presented the actions a police operation linked to criminal charges in the United States, President Donald Trump reiterated —before and after the operation— his administration’s interest in controlling and exploiting Venezuela’s natural resources.

This operation is part of a broader strategy, explicitly outlined in the Trump administration’s National Security strategy, published in early December 2025, a document that is usually discussed only in specialized circles, and becomes key to understanding how the United States defines its interests, identifies threats, and acts in the region.

In its most recent version, the National Security Strategy explicitly announces the return of the Monroe Doctrine, a 19th-century foreign policy stance that conceives of the Western Hemisphere as the United States’ sphere of influence. Historically, this doctrine has served to justify interventions in Latin America and the Caribbean. The document also details how the administration seeks to coordinate with governments and actors in the region to advance its strategic objectives.

For organizations led by migrants from Latin America and the Caribbean, working transnationally for the well-being of our communities in the United States and our countries of origin, understanding these definitions is essential.

Therefore, Alianza Americas exclusively invites its member organizations to participate in the space “When the US redefines its security, Latin America feels the impact,” a collective analysis meeting to understand the US National Security Strategy and reflect on its implications for the region and for our advocacy work.
