International Civil Society Organizations Support CICIG and call on Guatemalan Government to Reverse Decision

We, the undersigned organizations, condemn the decision of Guatemalan President Jimmy Morales not to renew the mandate of the International Commission against Impunity in Guatemala (CICIG) and his decision not to allow Commissioner Iván Velázquez into the country. CICIG has successfully aided Guatemala in addressing historic impunity, improving justice, and combatting deep-seated corruption. Rather than replacing Guatemalan institutions, CICIG has helped to strengthen Guatemala’s institutions of justice, by working with justice officials and paving the way for dynamic attorneys general. But CICIG’s work, unfortunately, is still far from completed.

We join with our many Guatemalan civil society partners who are calling on President Morales to immediately reconsider his decision not to renew CICIG’s mandate.We call on the Guatemalan government to ensure that human rights defenders, justice operators, and CICIG personnel, all of whom are working to strengthen the rule of law in Guatemala, can carry out their work safely and free of harassment. We stand by all those working for justice and against corruption in Guatemala.We call for the suspension of U.S. assistance to the central government of Guatemala until the decision on CICIG is reversed and the Guatemalan government demonstrates commitment to protecting human rights, addressing corruption, and strengthening the rule of law. We also call on the U.S. government to block visas and freeze assets of corrupt Guatemalan officials using the Global Magnitsky Act.
